LoadTrek Training Webinar Schedule and Topics - Week of January 27th 2014

Webinars will last approximately 30 minutes, with 20-25 minutes of instruction followed by a 5-10 minute Q & A session.
Invitations and links to register for the next scheduled webinar will be sent prior to each session.  All webinars will be recorded and posted to the existing LoadTrek training video library.

URS Industry Webinar: “Easy steps to complete a biennial update” scheduled for February



The FMCSA National Training Center (NTC) is pleased to announce this Unified Registration System (URS) webinar, which was previously publicized in December.

As a reminder, it follows the webinar given in October 2013, which provided attendees with background information on the upcoming URS requirements, and new and enhanced enforcement provisions.

The purpose of the upcoming webinar is to provide Industry members awareness on the implementation of an enforcement provision in the URS—the automatic deactivation of a carrier’s USDOT Number for failure to complete its biennial update of registration information when due. 

The webinar will:
  • Briefly go over the URS provisions;
  • Provide step-by-step instructions on how to complete biennial updates with corresponding screenshots;
  • Give examples of warning and non-compliance messages that carriers will receive if they do not complete the biennial update;
  • Discuss steps carriers should take if their USDOT Number registration is deactivated;
  • Discuss popular myths associated with URS; and
  • Provide a high-level URS IT development timeline.

The webinar will be delivered 4 times in February.

HOS Exemptions



Since the new HOS rules came into effect on July 1, 2013 many specialized haulers in the industry have sought exemptions. Similar to CSA, which has been a work in progress, it appears as though the new HOS rules are also a work in progress. Since July 1, 2013 the following exemptions have been sought and/or received:
  

7/12/13 - Regulatory guidance regarding off-duty time was published that eliminated prior regulatory language that discouraged drivers from taking breaks during their day and/or documenting those breaks in their logbook. Click here to view the regulatory guidance.

8/2/13 - FMCSA published enforcement policy exempting Short Haul Operations from the 30 minute break and indicates that the rulemaking process will be initiated to include similar language in the text of the HOS regulations. To see the Enforcement Policy click here.

ATRI seeks input on Smart Roadside technologies



Trucking industry stakeholders are invited to participate in an interactive webinar on January 23 to learn more about the Smart Roadside Initiative (SRI) and provide important feedback on what technologies are needed to implement SRI. 

As part of the SRI effort, ATRI has assessed industry investment trends for a variety of existing and emerging safety systems and technologies. Market penetration, relative costs and other key findings have also been evaluated.

During the webinar, ATRI will present draft findings and ask trucking industry representatives to comment on the results. Industry input is critical for developing what could become a major DOT program.

Update on Relevant Regulations for the US Trucking Industry



Update on Pending Rules of Interest

Electronic logging devices (ELDs) – publication is schedule for January 29. FMCSA anticipates that the rule will receive clearance from the Office of Management and Budget (OMB) today. 

Safety Fitness Determination (SFD) – slated for publication in August.

Drug & Alcohol Clearinghouse – publication expected on January 31. The rule is currently under review at OMB.

DVIR Final Rule – publication expected November 6.

MAP-21 Enhancements to the Unified Registration System NPRM – publication scheduled for August 19.

MAP-21 Prohibition of Coercion – rule sent to OMB January 9. Publication scheduled for April 23.

 Heavy Vehicle Speed Limiters – NPRM schedule for publication June 7.

MAP-21 Motorcoach Rollover Structural Integrity – NPMR delayed about 2 months, publication now set for April 27.

MAP-21 Electronic Stability Control Systems – Final Rule scheduled for publication July 31.
